In 2007, Spectra Energy developed and implemented a new EHS management system and invested in new information technologies to create efficiencies and ultimately align all parts of the company on terminology, definitions, calculation and reporting of EHS information. One element of this project included Incident Learning and Prevention (ILP). This presentation reviews the project plan for standardizing ILP across Spectra Energy and developing an easy to use tool for logging incident information. The final product of this work has been a consistent flow of information into our new ESS Incident tool from operations across North America and reports to Leadership that promote learning from incidents and enable actions to be taken that prevent recurrence and ultimately manage EHS risk.

Control room operators see pressure decrease and gates on both sides of the rupture automatically drop. Crews are dispatched but, before they arrive, a neighbor reports the smell of petroleum in a local creek. Emergency plans are activated. A company's ability to manage this or any other emergency is likely to depend on whether or not it has conducted effective training exercises. We addressed this scenario using ESS' Essential Emergency and DRACO System from L3 as part of outcome-based training.
